Isaac Chagas卐 (known online as hannya_88) is a 14-year-old Brazilian who grabbed his father's revolver, went to his school, and shot NPCs, but only managed to kill a female student in a wheelchair, then a cop shot him and he became paraplegic.
From what is known, he announced his plan on Twitter.
