IPCE, formally known as the International Pedophile and Child Emancipation, is a pro-pedophile organization formed in the early 1990s. It is an umbrella organization which acts as a repository for articles and discussions about and by pedophiles, concerning the abolishment of age of consent, the rights of pedophiles to have sex with children, and the rights of children to have sex with adults. The articles it hosts are written by pedophiles around the world, which are associated with every other known pedophile organization, including NAMBLA, the PNVD, the Montreal Ganymede Collective, and the numerous pedophile websites, both actively online today, and defunct.

The people who run the website and are involved with it would like the public to think it is based in the Netherlands. However, it traces back to a man named James Cooper in Paramus, New Jersey who was a member of NAMBLA, and convicted of crimes associated with that organization in the 80s.
