Our hero's journey truly begins around New Year's 2019, when he made the news for not only scamming a woman with terminal cancer out of $19,000 but demolishing the elderly woman's home in the process. A modest man, Kelvin caught wind of the story before it aired and tried to stay nameless.

Kelvin was a loving father, too loving for just one partner. He also took fatherhood so seriously that he became one at 13. If this early start isn't enough, he's naming "Jay-Starr" businesses using Jay, his eldest daughter's first name and Starr, a second daughter's middle name. Years after Jay died he was still posting Facebook updates to "Jay-Starr Tree and Outdoor Services", a way to preserve Jay's memory and to steal.
This started by renaming his newsworthy company to to "Jay-Starr Construction", insuring both daughters shared in his legacy. Jay-Starr then joined "Certified Home Improvements" in disgrace by being fined, an unexpected tragedy. To make the best of a bad situation, Kelvin put his children first by making sure his biggest fine of $25,500 was for a Jay-Starr company.
Despite these fines, Kelvin is still publicly following his newest "Jay-Starr" company on Facebook. In his defense, poor Kelvin may be confused as he gets mixed messages. Around October 2020, the LDAF gave him a new horticulture license despite him having at least 3 other fines from that bureaucracy.
Dialogue would likewise break down between Kelvin and his family. Despite his heroic efforts to keep the family together, trying everything from renaming a newsworthy business after his children to giving them surprise half-siblings, his marriage would not survive all those late nights in the office doing tree work.
Eventually his family found even the extra siblings were not enough and parted ways. Before dying, Jay also changed her last name to "James". This was done because she felt unworthy after watching his efforts, such as skipping work to go to their birthdays:
Still, this left Kelvin worrying his child died hating him, and still worrying despite the her Father's Day posts. These posts were memorable from the way she always used another man's name and picture by accident.

His Work Ethic
Kelvin still does a lot for his children, but he also treats clients like his own flesh and blood . He first solicits someone, usually a woman, for work and claims he needs an advance payment to "feed him and his crew". If he doesn't consider this an appearance fee and leave, he'll complete the job in 3 easy steps:

Despite being provoked like this by mean old ladies, both Kelvin and his partner, Johnny Lee Tolliver, have no criminal records. It's almost like knowing where your clients live makes them think twice before pressing charges.
Kelvin's work is not limited to destroying the lives of old ladies or his children. He also registered many businesses in his name including "Major League Music". Kelvin published an album* with Johnny just before Major League closed, and it has some killer beats.
Johnny's businesses aren't limited to just music or elder abuse either, he also sells dogs:
This is a normal way to congratulate a man when he sells a dog, and certainly doesn't hint that Kelvin treats animals with the same gentle kindness as old ladies. And in the off chance it does, the world is a poorer place without Major League Music and its next hit single, "Who made the dogs die".

Kelvin's stellar character has not gone unnoticed and some customers have given Kelvin's businesses positive reviews, customers who all happen to write like a high school dropout who alternates between calling Kelvin and his men "I", "we", and "a bunch of monkeys".

They were great. I had about ten guys here for a week swinging from my trees like a bunch of monkeys. I just stood on the porch and watched them. They hauled about three or four dump trucks full of wood and stuff off my property. I kept a full crew busy for a week and they took out eight or ten trees and then they did a lot of trimming. NOTHING was done well, MUCH was left unfinished. 3 rose bushes and a couple other plants were killed. After I told them to leave alone a tree in the corner of the yard, they waited until I was offshore and conned my fianc into taking down a healthy tree. They were given a desist order (for doing lawn and landscaping) by a commission which body will have a hearing in December, I'm told, to determine if Robins should be fined or have his arborist license revoked. Description of Work: They were contracted to trim 2 trees, till the back yard, grade and sod the backyard, and add topsoil and mulch to the planting beds.
The only reason there is a star is because the review requires it. Kelvin Robins needs to have minus 10 stars at least. And I suggest you avoid any Robins tree service because the family has allowed Kelvin to continue his conning ways. Some of the family members actually do the work for him or cover as his arborist.. Kelvin himself is unlicensed and not an arborist. WATCH OUT. Get insurance papers and then call the insurance company to make sure it is still in effect. Do not respond to solicitations at your door. Check with the Dept. of Agriculture. We learned this the hard way.
Should've trusted my gut instincts!! Not professional at all but certainly were able to befriend us into a contract, which by the way, they did not complete the job and took off with our money. We trusted them and shouldnt have. Wish we would have done our research! I have to agree with previous comments...stay as far away from any tree company with the name Robins in it!!

Recommend to watch out for this unlicensed contractor. He begins jobs, force payment and does not complete the project(s). Online review shows multiple complaints and violations; in addition, to working without proper license “arborist.” Such complaints go back to 2008 and most recent as 2014. He was reported to the Better Business Bureau and the Horticulture Commission.
DO NOT HIRE THIS COMPANY. Kelvin Robins, the owner of Certified Home Improvements of Baton Rouge, is a fraud. His construction license is expired and he has no insurance -(call Louisiana State Licensing Board). He has a contract with us to work on our house in Houston, Texas. The contract stated that the home would be complete in one month. It's been 4 months and they only had drywalls and paints 80% done - NOTHING ELSE. Also, their works are very sloppy. We regret that we paid him most of the amount in the contract. He would cry nearly everyday and beg for money to feed him and his crew. Basically, we were swindled. He took advantage of us, hurricane Harvey victim. Shame on them.
I am writing this letter to lodge a complaint about an unfinished job and damage to property. ***** ****** and ****** ****** took a badly damaged tree down in my yard Feb.20, 2021 after the ice storm. TO date they have not satisfactorily completed the job in spite of many contacts to request completion. They are also responsible for the damage to the sidewalk. Because of prior positive experience with ***** ******, I thought they were trust worthy and paid for the job after the tree was down. Please refer to the timeline of events, transcripts of text messages, and pictures for more detail. I am submitting this complaint because I feel frustrated, helpless, and taken advantage of. I would guess that I am not alone in this, and other people may have had similar experiences. Any help that can be offered in resolving this problem would be greatly appreciated. Feb. 20 2021 ***** ****** approached me about taking down a large pine in the front yard. It was extensively damaged in the ice storm, and ***** said they could take it down that afternoon as they were already working in the neighborhood. We agreed to $2000.$1800 for the tree, $200 to grind the stump. ***** assured me all debris would be collected and hauled away. Ruts and damage to the yard would be filled in. They took the tree down quickly and let the large cut sections fall to the ground at will. Because of the hour ****** ****** who actually took down the tree asked if they could grind the stump the next day. I agreed. I also agreed to permit him to store his grinding equipment in my back yard. I understood they would finish the next day. ***** asked for a check so I paid them for the work since I had already had a positive experience with *****, the tree was down and the equipment to finish was in my back yard. Feb. 21, 2021 The next morning a worker backed *****'s truck down my driveway, connected the grinder and left. Late that afternoon, I confronted both ****** and ***** in the neighborhood about not finishing the job. They said it was too wet in my yard to finish it, and they would do it later. I asked them not to cash the checks until the job was finished. No response to that. I left. Feb. 22 2021 Sections of the tree and debris were hauled away. A large pile of branches that had fallen during the storm was left in a big pile at the street. The yard still contained quite a bit of tree branches and pieces. No one came to grind the stump. ***** and ****** cashed the checks. Feb. 23 2021 1 begin my campaign via text to get this job completed. I had lost confidence since they cashed the checks after I asked them not to and did not return to grind the stump. Feb. 26 2021 ****** ****** grinds the stump, but leaves a large heavy cross section of tree trunk. I asked him if he ground thoroughly as there was a large pile of chips that obscured a section of the stump. He said that he had. I asked him to remove the piece of tree trunk, and he said he would send someone back for it. He also offered to fix the damaged sidewalk for $1500. It is important to note here that the sidewalk was damaged by the free fall of sections of the tree. I had not brought it up since I had not examined it carefully and was at the time preoccupied with the stump grinding and piece of tree that needed to be gone. I told him I would give his offer some thought. Feb. 27 2021 till now currently no one has been back in my yard to complete any of the cleanup, fill ruts, or haul away the piece of the trunk. Over time I have done the restoration myself. That is how I found the section of the stump that was not ground and the extensive damage to my sidewalk. I have not approached either man about the sidewalk since clearly ****** ****** does not feel responsible, and I am wary of that confrontation.
I signed a contract to have two trees removed and during project, I added another tree close to my house. I advised him to be careful on the roof. After the job was complete, I noticed some damage to the gutter. I asked him to notify his insurance co.,but he chose not to notify them and said he would make the repairs. He refuses to make any effort to make repairs and will not return my phone calls . He has changed the name of his company to Robins tree and stump removal and is still doing work for others. The contract was for $6250.00 and I added $1000.00 for the extra tree. I would ask BBB to help me collect or at the least warn others of his neglect.
This man will take your money and run!!! Do not hire him!!! I spoke with several people after the fact of hiring him that he owes a lot of people money. We paid him over $10,000 and he did 25% of the work. When he told me he needed the money upfront because all of his credit cards were maxed out that should've been a red flag but me being trustworthy I wrote him a check. Per contract, Mr. *** of Certified Home Improvement of Baton Rouge would have our home complete repairs after hurricane Harvey in one month in the amount of $43,600.00. Four months have passed, the house is only at 30% done according to an independent inspector was sent out by the mortgage company. Here is the list of the services of what we paid but did not received or partially received: ' Mold remediation with certification ? did not receive ' Put up new drywalls and paint - 60% done ' Repair fireplace ? 50% done ' All doors, crown molding and trims, deposit for cabinets ? did not receive ' Electrical work ? did not receive Mr. would use personal hardship such as death in the family, daughter and wife birthdays for us to have pity on him so we would give him money upfront. He would cry and beg us to pay him and his crew food and hotel stays. In total, we have paid him more than $35,000. Moreover, after we signed the contract with Mr., we found out that his construction license and his insurance were expired prior to the contract date. Firstly, it is unlawful to solicit and do work without being licensed to do tree trimming and landscape work. Kelvin is not licensed. Kelvin *** is soliciting business and doing work without a license. Also, Woodland Ridge is a "No Solicitation" neighborhood. Even if he is licensed, he is not supposed to be cold calling door to door solicitations of service. As far as the actual complaint. Charlotte *** and Kelvin *** negotiated a price of $2350.00 per written contract to grind/remove two stumps, trim ligustrums, trim the crepe myrtles, and trim trees. As of now, 4/30/19, the two stumps have not been removed, the crepe myrtles were not trimmed, and the ligustrums have not been trimmed. My mother ended up paying someone else to come trim the crepe myrtles. Kelvin *** did not remove debris. A city parish truck picked up debris about a week after trees were trimmed. Charlotte and Walter *** are elderly and disabled. They do not deserve to be approached, solicited, and straight-up ripped off. Having Kelvin *** come at a later date to complete the job is not desired. There are complaints from others claiming Kelvin threatened to physically assault the customers. It is feared he may threaten physical harm or retaliate in some manner. Also, while unlicensed, he is not be doing tree trimming and landscape work. A complaint with the Horticulture Commission has been file.
Certified Tree Care, LLC and CTC Home Improvements, etc. Principal Mr. Kelvin Robins is not a trustworthy contractor. He is a user and con-artist who pray on the kindness and trust of seniors in the various community. He left concrete paving job for our family incomplete and owing many of the contract suppliers holding the bag and did not pay for materials he requested. Do No Hire!!!
