Ed Balls is a British politician in the Labour Party, who is apparently no stranger to controversy after getting caught red handed trying to usurp power like a typical American or European politician.
He's also somewhat of either a minor Twitter celebrity, or an enigma of social media, depending on how you interpret his meta-tweet.
