Andy Tucker (a.k.a. PhenomenonTucker, AndySWAG, b0ss-b0ss, Noodle, et al.) is a batshit insane 30-year-old Azn from Texas who is notable for being the founder and operator of Otako Studio, a supposed "artist circle" that is comprised of DevianTWATS who are so obsessed with Gainax' horribly overrated 2010 animu series and blatant Powerpuff Girls ripoff, Panty & Stocking with Garterbelt, that they decided to take it upon themselves to create the show's long-awaited "second season" as a shitty webcomic.

In reality, Otako Studio is actually just a front for Andy Tucker to make a shitload of Jewgold off ad revenue and Patreon donations while he sits on his scrawny Azn arse and pretends to be a barely legal nymphomaniac named Riley Rileyson in an attempt to catfish even more retards into giving him their hard earned money.

Despite participating in years of utterly retarded E-drama, Andy finally managed to bring himself to the attention of Encyclopædia Dramatica when he decided to buy the Twitter account of a fellow lying psychopath named Christopher Lee King – a very bad decision considering that Chris had just been caught faking cancer and scamming $36,000 out of the idiots on GoFundMe and desperately wanted to pawn his account off on any dumb schmuck who was willing to pay him for it.
