Adding subpages to portals

Would you be willing to review this discussion? The impression I get is I am being told it is official ED Policy not to add subpages to some portals just because a particular user created them. Or maybe even more general than that, like "Moralfag Editing/Articles" or "Politically Corrective Editing". There's probably a bunch of other types too I just can't think of.
