uploading identical files

greetings: thank you for identifying a problem still ongoing with our OGG handler. would you pls explain your earlier uploads where it appears you have uploaded new versions of files identical to the old ones? just two examples out of many others:

• File:Cartoons.jpg
• File:Stop hand.png

...both from the same day in April, both identical to files that had already been uploaded. pls explain kthx -hipcrime 18:08, 1 December 2021 (EST)
