FTP is what you use when you are sick of using http upload. You can create a ftp directory on your own ip using NAT and windows FTP service and sharing and you would connect to it using ftp://yourip. Because you won't use ftp in solo mode, you'll probably give access to your friends so that they upload stuff on your hard drive, or Network attached storage on your router, until a friend of you deletes fucking everything for the lulz or uploads trojans like subseven, to get control of peoples computers. ftp is no good for public servers, which is why ED is not using FTP for file uploads. Ftp is not used for downloading stuff today. It's useful as a protocol, which enables the user to upload things such as websites edited using wysiwyg editors.
