Gist

Wikipedia notability criteria are described in detail on the page WP:Notability. This page has so complex content that a mere mortal is hardly able to understand what it speaks about. Just take the definition of notability:

And then begins explanation to the reader in great detail, what the word "if" means, what means "significant coverage" and so on. And of course, not every newbie has enough patience to read this wall of text, and even to understand what is in question there. If you are afraid that this text sometimes do not understand Wikipedia's administrators, you are not far from the truth.

What makes something Non-notable

In theory, a subject is non-notable if the old media think it is shit no one cares about. But in practice, it doesn't always work that way.

When you're supposed to be compiling the sum of all human knowledge, some people might ask what constitutes an non-notable subject. A satisfactory answer has yet to be given, so the admins of Wikipedia have decided to interpret it the way they do with every other rule: Whatever the fuck they feel like. This is why Encyclopedia Dramatica has had its article deleted three times while real shit no one cares about like Nazi mysticism and Apple pie are considered quality, high grade academic knowledge.

Geogre's Law

The internet law known as Geogre's Law, named after the regular Wikipedo partaker Geogre, states that "There is a strong positive correlation between the surname of a biographical subject's article not being capitalised and the subject's non-notability". This is due to 13-year-old boys abusing the search function instead of typing it in in the web address with caps. This also frequently applies on Encyclopedia Dramatica, and is known to make certain uptight users rage.
