No, they don't categorize properly without {{PAGENAME}}. Check this May 2015 snapshot:

See how templates such as Template:4chanpost and Template:Video were being categorized under the letter "T" instead of "4" and "V", respectively. That's because they didn't have {{PAGENAME}} at the time.

Also, keep in mind that we're still running a very old version (1.15, if I recall) of the MediaWiki software. The latest MediaWiki release is version 1.25, so we're way behind.
